Release candidate. Fixes VXLAN overlay networks, which reported success while creating nothing.

Fixed

• VXLAN overlay networks now actually carry traffic. vxlan create answered {"status":"created"} without building the kernel tunnel device behind it, so an overlay you had created looked healthy in every listing and moved no packets between nodes. The tunnel device is only built once the agent knows which address to send encapsulated traffic from, and on a normally provisioned node it never learned one. The agent now takes that address from its own uplink — the interface the traffic leaves by — so overlays work out of the box, and the panel sends the node's address as well. If you use VXLAN, update: overlays created on an earlier build carried no traffic.
• vxlan create now tells you what it did. It reports the name of the tunnel device it created, or states plainly that no device was created and why, instead of reporting a bare success either way.

Verified

Two nodes in separate locations were paired for this release: an overlay between them passes ICMP and TCP in both directions with no loss, and a BGP session between them held for over twelve minutes without a single state change while exchanging routes both ways.
