Stratum v1.0.0-rc.23

Release candidate. Continues the Stratum 1.0 preview — recommended for evaluation and staging. Hold production rollouts for the stable v1.0.0 version.

Improvements

• The node's real-time event stream now connects reliably over the local management API.
• Tenants can now be removed directly from the CLI and API.
• Deleting a private network now also releases its associated address pool.
